The Homeland Security and Risk Analysis Division (HSRAD) is seeking a Talent Manager to provide full-time support to Division staffing and management activities. This pivotal position is part of HSRAD’s management team and is engaged in the full staffing lifecycle for each position.
CENTRA’s HSRAD provides a range of homeland security and law enforcement intelligence support, risk analysis and modeling, and program management services to Federal, state, and local agencies, as well as private sector clients. The Talent Manager will work with HSRAD Program Managers (PM) to develop position-specific recruitment plans, identify needs, develop position documentation, and enhance our broader techniques for recruiting to effectively support the Division. This will include working with CENTRA recruiters to guide sourcing activities, review candidates, and participate in interviews as a trusted agent to PMs. Responsibilities may also include interfacing with clients to help PMs develop requirements.
The Talent Manager will work with HSRAD senior management to address staffing challenges, and track and address personnel professional development activities. They will also collaborate with CENTRA subcontractors and teaming partners to communicate program staffing needs and review candidate referrals for consideration. The Talent Manager will foster and expand relationships with various types of public and private professional development offices to expand our recruiting efforts.
BA or BS degree with a minimum of 8 years of relevant experience supporting, managing, or staffing intelligence analysis programs for Federal agencies Experience developing and implementing staffing strategies, and supporting a full range of talent management activities Experience developing position descriptions: working with clients/program staff to understand staffing needs to develop formal position descriptions Experience staffing positions within the IC, DHS and/or Federal Law Enforcement environments; specifically, intelligence analytic and policy positions Recruiting experience: either direct (sourcing using job board, other) or indirect (working directly with recruiters) Strong written and oral communication skills Experience with Microsoft Office Suite TS Clearance with SCI eligibility
Program management experience, including managing staff,; Experience developing staffing plans and supporting, managing, and staffing programs in support of DHS. Knowledge of DHS-related markets, programs, and staffing challenges
